Jack, K0TTY/K2TTY made up some autostart boards.
I built one for use with the Lo-15b without the Dial Control Unit.

Oh, right, so the "serial" port is actually an RS-232 interface, not a 
local
loop. But you can use a TTY machine with a loop to RS-232 converter to
talk to the serial port. And the machine is then "just a dumb terminal"
at that point and doesn't need any of the TWX/TW39 features.
