While I am not currently a looper (but maybe loopy) I have finally

Say their total length was 15m (or 3m for MedFER).  Ok, they are in spec.  
Now, it doesn't say what gauge your wire is, so let's say (for the sake of 
argument) that the wire is 15m (or 3m!) in diameter.  OK -- no one is 
going to find any wire THAT heavy, but for the sake of my argument, they 
would still be in spec, as it is still 15m long...the rules don't say 
anything about gauge.

NOW, let's say you hollow the wire out, so that now you have a cylinder 
15m long (and 15m in diameter).  Still in spec.

Hollow it out to the thickness of a 12awg wire.  Still in spec ... still 
15m long.

Now let's say you cut the length of your cylinder down to the thickness of 
a 12 gauge wire.  
Now you have a wire, only 1/8" long or so, 15m in diameter, and hollow.

That's the way I understand the loopers to be wholly within spec.
